What will it take for the presidential election to move from the second Tuesday in November?
It really, it can’t. It’s set by a statute that Congress passed set many, many years ago,” said Mr. Coale. “If Congress could, in theory, get together, both houses of Congress pass a law, set a new date, the president signs it. But it would have to take place before January 3 because the Constitution requires the electoral votes to be counted in early January and the new president to take office by January 20th.”
